Helping you to resolve your constituents' parking appeals

If your constituent is experiencing issues with a private parking charge notice (PCN) issued on private land, we may be able to help.

POPLA is an independent appeals service for private parking charges in England, Wales, Scotland and Northern Ireland. It provides a free, impartial decision-making service for motorists after a private parking operator has rejected their initial appeal.

We consider appeals against parking operators who are members of the British Parking Association (BPA) Approved Operator Scheme. We can't review council-issued Penalty Charge Notices, or disputes with operators who are members of the International Parking Community (IPC).


How can we help?

We can help constituents who have disputes with:

  • Private parking operators who are BPA members
  • Parking management companies operating car parks on private land

The most common types of private parking appeals are about:

  • Unclear or inadequate signage
  • Payment machine or parking app failures
  • Incorrect use of automatic number plate recognition (ANPR)
  • Permit or residential parking issues
  • Overstays where grace periods may apply
  • Charges issued despite proof of payment or authorisation

*Before raising an appeal with POPLA, the constituent must have given the parking operator the opportunity to resolve the issue through their own appeals process. POPLA can only consider cases once a rejection has been issued and a verification code provided.
